Who is it in California that is responsible for passing appointments on to 
the governor.  I find it hard to believe that the governor of California has 
nothing better to do than to worry if all vacancies are filled.

Here in Arizona there is a staff person that forwards appointments to the 
governor and the governor does what a governor does best, wields her pen.  If 
the staff person does not perceive that the board or commission is important, 
then the appointment drifts to the bottom of the pile.  The Arizona Council 
for Earthquake Safety was in that position until the council's director paid 
a pleasant visit to the staff person and explained that the council needed 
action.  Within a month, four appointments were signed by the governor that 
had been languishing for over a year.
