My aside has drawn more discussion than the substance of my post; 
I'll separate and simplify.

Substance:
Codewriters SHOULD consider economy.
On the 10/Lw issue, codewriters blew it (badly).
(A "quick fix" outside the code process is a good idea, but...)
An EMERGENCY code change on this issue is inappropriate.

Aside:
Many code problems arise because too much work is left to too few 
volunteers with too little time.
