UBC Section 104.2.8 explains that "...the provisions of this code are not
intended to prevent the use of any material...", however, there is other
verbiage in that section that seems to indicate that the Building Official
can reject the use of materials, alternate designs or construction methods
as well.

It's a tough one, but you also have the option of appealing the B.O.'s
decision.

I have a general question regarding the plan
checking.

can a plan checker arbitrarily disallow a material
from being used? The material is approved for use
in the UBC and CBC. But the plan checker has
decided not to allow the use of the material.
