Section 1921.6.12 of the 1997 UBC (item 1): "Thickness shall not be 
less than 2 inches (51 mm)."

Without a topping slab, the diaphragm thickness at joints between 
adjacent double tees is zero.

These requirements have been further refined in ACI 318-99, the 1997 
NEHRP Recommended Provisions, and the 2000 IBC.
