According to Section 1921.2.1.3, Section 1921 does not apply in 
seismic zones 0 and 1, and a very limited subset of the Section 1921 
provisions apply in seismic zone 2.  Therefore, the diaphragm 
thickness provisions of 1921.6.12 only apply in seismic zones 3 and 
4 (and apply to all concrete diaphragms).  As previously noted, the 
thickness of an untopped diaphragm composed of precast elements is 
zero at the joints (and therefore not in conformance with Section 
1921.6.12).
