ConcreteOne Way Joist and Beam

I will like your opinion on this matter.

A one way joist (24 ft) and beam(30 ft) roof system of a school building, on
a highly seismic area failed to obtain the specified strength.  Cylinders
and cores failed, getting only 2,100 psi  out of the required 3,000 psi W/C
0.52 specified; concrete physical appearance is different from others, it
looks yellowish.  The contractor wants to load test the structure in
accordance to ACI 318 Chapter 20 that addresses Strength of "Existing"
Structures.
Does this ACI applies,  What type of failure can be expected, what results
do the load test yield, if any, any thoughts are welcome and appreciated.
