In answer to the question "What is the California Building Code, Title 24?  
The answer is "Yes, it is Title 24, which is also referred to as the 
California Building Standards Code."

In the 1998 California Building Code, Volume 2, "California Building Code 
Preface" it states, in part: "This document is the second part of 11 parts of 
the official triennial compilation and publication of adoptions, amendments 
and repeal of  building regulations to the California Code of Regulations, 
Title 24, also referred to as the California Building Standards Code.  This 
part is known as the California Building Code and incorporates by adoption 
the 1997 edition of the Uniform Building Code of the International Conference 
of the Building Officials with necessary California amendments.  The 
California Building Standards Code applies to all occupancies throughout the 
State of California as annotated."
