Sorry, missed the part about the concrete fill.  I guess that would make
lapping difficult.

I don't see how you can lap the decking except either by:
1.  Placing the new decking immediately below the existing - the supporting
joist prevents this
2.  Removing part of the existing concrete fill in order to lap the new deck
over the existing.  Can the existing concrete be sucessfully removed?
