All Corps documents are public info, and can be downloaded from
http://www.usace.army.mil/inet/usace-docs/

You can find this particular manual under "Engineer Instructions".

I find the manual very useful, and "fairly" easy to read through.  Most
helpful are the appendices which give very detailed and long design
examples.
