Only problem is, you can't GET IE 4! I've looked, and the MS website just
directs you to IE 5 every time you try.

In that case you have to uninstall IE 5, install IE 4 (desktop update is
checked by default for IE 4) and then update to IE 5, exactly as you
mentioned before. Sorry, there is no other way.
