SAP2000 doesn't perform unit conversions automatically.  Refer to the
SAP2000 manuals.  In the "Response-Spectrum Analysis" section of volume 1
(pp. 308-314) the answer is given.  An example appears in the "SPEC Data
Block" section of the volume 2 manual (pp. 164-167).
