Since most of the states that I'm familiar with including those in which I'm
registered/licensed have "compliance officers" now, who are duly authorized
to bring complaints to the attention of the board, which in turn may levy
fines (which I presume help to defray the cost of the compliance office),
this doesn't surprise me at all.

Technical Registration (www.btr.az.state.us) shows that they are not
in enforcing that law.
