As I see it now we all agree that clarity is more important than semantics. The more the clarification there is in general related documents the less emphasis on the meaning of "approval" etc.  The less clarification in gen docs the more important the word "approval" etc means.  All I have said is that what you sign to may be exposed to questions of ultimate responsibility, just like the thread on truss design/drawings.

Approved
 
Approved As Noted
 
Not Approved
 
Revise and Resubmit
