Brad,
Have you tried LRFD for your design rather than allowable stress.  It should be a local buckling issue of an unstiffened element supported along one edge.  LRFD will look at all possible limit stresses and use the controlling limit stress.  You might also want to take a look at Blodgett/"Design of Welded Structures".
