It can vary a lot depending on the mix design. One reference cites a range
of 1 to 30 E-10 cm/sec ("Concrete" by Mehta and Monteiro). The permeability
can be a lot higher when the concrete is green. Another reference ("Handbook
of Concrete Engineering" Fintel)gives a range of 1.0E-10 to 1.0E-12 cm/sec.
You can achieve very low permeability with special mix designs and
additives, and by getting the water cement ratio down.
