Try the following:
1.  Go to the AFPA website:   www.afandpa.org
2.	Click on "Site Map"
3.	Click on "AWC" 
4.	Click on "Recent additions to AWC's website"
5.	Click on "Technical Report 12 - General Dowel Equations for
Calculating Lateral Connection Values - June 1999"
