The best program for you depends on your needs.  The "best" is not always the
most used.    ESA Prima Win was selected as the best for the needs in our
European offices.  Has multiple languages and codes with both design and
analysis functions.  Expensive but very complete.  SAP 2000 was selected as our
best global high end program.  It has multiple codes and very good static and
dynamic analysis capabilities with linear and non-linear capabilities.  STAAD is
probably the most widely used by  structural engineers globally , but SAP 2000
was a better value for us.  RISA 3D is our workhorse program, most widely used
by us.  Very solid results and a great value.   You can also check into the
SEAOC archives for other opinions.   Modern Steel Construction (AISC) has done
some surveys on programs.
