Back when there used to be big high-class department stores downtown, one of
the striking features of their mezzanines and balconies would be glass
handrails cantilevered from a clamping fixture at the floor.  The glass was
pretty thick and was tempered.

Your client's idea doesn't seem to have a structural demand as extreme as a
handrail in a public place.  Maybe the idea is not as preposterous as it
seems at first.
