Seismic loads, Mexican Code vs. UBC

A colleague of mine has been asked to evaluate seismic loads on a structure (steel silo, supported by a steel frame) where the design criteria is given as follows:

Design acceleration according to Mexican Code M.O.C-93: Zone A
Horizontal Vo for "terreno typo III": 7.8 cm/s

This is the only information we have been able to obtain as of now.
Does anyone on the list know if this can be converted to an equivalent UBC zone classification (UBC94 or UBC97)?
