Bidding Ethics

Nels: I had a problem with a recent project where many of the
sub-contractors where specifically instructed during the bidding and award
period by the GC to base their price on some other system than what was
required by the approved drawings and specifications. This came to light
rather early in the construction observation phase when strange requests
for information and challenges to the approved drawings started trickling
in from the field. While they perceived their actions as a benefit to the
owner and project, it was difficult for them to justify any of the changes
from an engineering and code enforcement standpoint when confronted. It was
very un-ethical practice and really turned an interesting project into a
war. There has to be very clear language in the specifications and bidding
instructions to guard against this practice.
