I tried to look for the ENR Article online and wasn't able to find it. Does
anyone know if it is online? If so, can you tell me URL address?

Thanks,
Gina

I mentioned the idea of peer-to-peer coordination, like a public library, to
help one another overcome some of the delays. It may be in the form of free
services, or simply contracted services for small portions of the work that
needs support.

Watch it, or RenoJustice will be after you on this one.

I'm only half joking.

The objection could be "anti-competitive practices", even if it's "free".
You'd be cornering the market, and then what would happen when a "monopoly"
resulted? Janet and her minions at your door.
