Not having read anything but just thinking about it, maybe in a round timber
less of the fiber is cut (more of it is continuos)in comparison to a square
cut member.  Therefor the FOS need not be as high.  One of the
considerations made in grading wood is the angle of the grain with respect
to the axis of the member.
