I don't do a whole lot of steel MF design, but I believe that you can use an
OMRF in zones 3 and 4 - you just take a hit on the Rw factor. But, since
you seem to have excessive strength anyway, this might be the way to go.

I am designing a very simple one-storied building in ZONE 3. Seismic
loads even with R=4 are quite within frames capacity. Is there any way
of getting around SMRF requirements?
