There are two documents, both FEMA documents available from FEMA
1) FEMA 178/June 1992, NEHRP Handbook for the Seismic Evaluation of Existing
2) FEMA 310/January 1998, Handbook for the Seismic Evaluation of
Buildings --A Prestandard; prepared by ASCE.
FEMA 310 was published while still undergoing the review-and-revision
process -- I suppose that's the reason for the 'Prestandard' in its title.
It provides evaluation requirements and commentary. It deals with 15
building types and provides for a systematic approach through 3 tiers of
evaluation for two performance levels.
