The classification of primary components and secondary components is
referring specifically to the structural components and whether or not the
component (beam or column) provides the structure's overall ability to
resist collapse under earthquake-induced ground motion .  
If the beam or column is part of the lateral force resisting system, then it
is a primary component.  If the beam or column is not part of the lateral
force resisting system, then it is a secondary component.
