RE ASCE7-98 and 1/3 Increase for Wind

No, I do not believe strain rate effects in steel or concrete (or wood) are 
high enough under wind loads to justify increasing the design yield strength 
of the material. So, from 2.4.1 and 2.4.3 of ASCE 7-98, some of the design 
load combinations that would have to be considered are, all without 1/3 
increase in allowable stress:

D + L
D + W
D + 0.75(L + W)
D + 0.7E
D + L + 0.7E (although I do not understand why it's not D +.75(L + .7E) ??
