Nevertheless the codes are at least silent regarding alternative moment connection details. Even when there's a site specifically designed to cover these issues (http://eerc.berkeley.edu:8080), the amount of technical information provided about test results makes this site a little hard to follow. Does anybody know a good reference for alternative moment connection details after-Northridge?

hello,

After the Northridge earthquake, the design philosophy of moment
connection had completely changed.Presently the research is going
on "REINFORCED MOMENT CONNECTION" where the beam flange is stiffened
by use of varieties of detailing schemes.
you can find some of this detailing schemes in the following doc.
1. fema document, 90% draft,
50% draft is available in SAC web site.
2.Seismic Provisions on Steel Buildings
(AISC 1997)
3.Journal Papers,
(you can contact me)
