SOIL PROFILE TYPE FOR STRUCTURE OVER WAT

I've got a 5 level reinforced concrete building with a single basement   
supported on piles over seawater in a harbour. The basement floor level   
is about 2 metres below the 1 in 100 year high tide level. The depth to   
the seabed is about 10 metres, then about 15 metres of loose sands & soft   
clays, then bedrock.

The lateral load resisting system is rc walls to basement level and   
raking driven steel piles to bedrock.

Any thoughts on the establishing the appropriate soil profile type factor   
to UBC (& basic structural system type)?
