Standard concrete moment frame reinforcing calls for ties at 4"oc max for
ductility.  Providing ties or hoops at this spacing or less within the
flexural zone of the pier would not be unreasonable especially if you are
expecting the soil mass to move.  Piers are expensive to drill and cast and
retrofitting them is difficult, steel is cheap so err on the conservative
side to protect you and your client.
