An addition to the thread:

If you assume the drypack does not bond well to the anchor bolt (a
reasonable assumption), then the bolts must transfer the shear between the
u/s of the base plate to the top of the foundation via bending. Not a good
idea if you have any sort of shear force to deal with or the drypack is
more than an inch or so thick which is quite common. Shear keys are almost
mandatory for this condition. Anyone who knows how to eliminate them would
be gratefully heard from.
