It would be best to contact the local code authority for this
information since the BOCA snow load charts for this area indicate it to
be in an area of extreme local variation.  For general information
though, from TI 809-01, Load Assumptions for Buildings, published by the
Army Corps of Engineers, there is the following information:

Portsmouth is about 53 miles south of Freedom, and Hanover is about 58
miles west of Freedom.  With its proximity to mountainous terrain it is
likely both a special wind and snow region.

If you you use the chart provided in TI 809-01, it indicates that the
design depth of the bottom of foundations in heated structures is about
4'-0" for 98" frost penetration and about 3'-3" for 64" frost
penetration.
