In general, yes.
The CE is limited to 0.55 for A706 bar. In general the CE's will be lower
and should be determined by the actual mill certs. A CE of 0.45 is what is
considered weldable without preheat. A CE of 0.55 can be welded with
preheat. You would have to read the AWS for the particulars.
