RE: yield strength of A706 rebar

Scott,

Since Charpy V-notch testing is not a requirement of ASTM A 706, I would not
expect any particular value.  Charpy V-notch testing is not a requirement or
even a supplemental requirement of either ASTM A615 or A706.  

In general rebar varies a lot in chemistry, but it does not vary as much for
A706 rebar.  If Charpy V-notch testing is a consideration, additional
testing would be required for each heat, and you can probably expect a fair
amount of scatter in the results.
