Dumb question perhaps, but why not install the deck upside down, fillet
weld it to the beams and button punch/seam weld the joints?
SDI allows this (at least they allow values for the fillet weld, and seam
fastener. The only difference is the fastener to the support which can be
engineered just like any other weld. You have to do everything overhead
which is no doubt more expensive, but that seems inevitable in any event.
