You would need some form of PDF --> DXF/DWG conversion. Adobe Acrobat allows
the modification of text in a PDF file but not individual graphic elements
like lines. The text, in this case, might not be text in Acrobat's
understanding.

The Navy should have generated the PDF file with only Black and White
vectors.

You might also check out a raster to vector conversion program. Adobe makes
one the name of which escapes me.

I downloaded from a US Navy web site drawings that are in .pdf format.....

As can be expected....(Murphy)...the notes are in yellow....totally
illegible......and the details in green....equally un-readable...

Is there a way I can fix this...?
