It is generally accepted that this is measured below "lowest adjacent grade". 
It sounds like for your case this would be measured from basement grade.  The
embedment in the bearing capacity equation is controlled by the least adjacent
overburden (basement grade lower than exterior grade).  I suggest you consult
your project specific geotechnical engineer, in any case.

Ref Table 18-I-A, Allowable Soil Bearing Pressure, footnote 2... "increase
of 20% per each foot of embedment into natural grade greater than 1 foot".
Is this provision for soil bearing applicable to sub-structures and
basement footings?
