Have you referred to the publications of the Concrete Masonry
Association of California and Nevada?  Ph.  916-722-1700.  Specifically,
they have a manual "1997 Design of Reinforced Masonry Structures" by
Brandow, Hart, and Virdee, as well as several engineering notes
available from their web site at www.cmacn.org.  The notes, or "Masonry
Chronicles", specifically those for Spring and Fall of 1997 may be relevant.
