SCBF connections

For SCBF brace connections the required strength of the
connection is the lesser of three options.  Option #2 reads
"Omega times the force in the brace due to the design
seismic forces, in combination with gravity loads"  (2213.9.3.1)
It is unclear as to whether the gravity loads need to be factored
as in the special loading combinations given in chapter
16 (12-17) & (12-18) or not.
