Now that I'm deep in the ASCE 7-98 code, can anyone riddle me this:

Why did the internal pressure coefficients for partially enclosed buildings
change from +0.80/-0.30 to +/- 0.55?  Were the previous versions in error?

A brief history for the uninformed (like me):

            Partially Enclosed       Enclosed
ASCE 7-98:     +0.55/-0.55         +0.18/-0.18
ASCE 7-95:     +0.80/-0.30         +0.18/-0.18
ASCE 7-93:     +0.75/-0.25         +0.25/-0.25
asce 7-88:     +0.75/-0.25         +0.25/-0.25

I can see some trend in these numbers, but the latest partially enclosed
confuses me.  Also, I can't find any mention of the change in the commentary;
if anyone knows where I can find an explanation, please reply.
