This problem isn't structural engineering; you need to consult a certified
industrial hygienist.  It involves OSHA 29CFR1910 (Worker Protection), the
National Emission Standard for Hazardous Air Pollutants (NESHAP), and the
Toxic Substance Control Act (TSCA).  You should contact your local health
department and air pollution agency for guidance. The fines and penalties
can be severe.
