Load Combinations

When determining maximum load on a column load combinations are as follows

1994 UBC Section 1603.6: DL+Floor Live Load+Roof Live Load (or Snow)
1997 UBC Section 1612.3.1: Similar as above

Is there any part of the code stating that when you can separate roof live
and floor live.
