In using the ASD provisions for SCBF design
(1998 CBC) the bolt connection strength is
defined as 1.7Fs.  Would you use this value
for the strength of your anchor bolts at
omega level forces or would you use the
provisions given in section 1923 (anchorage
to concrete) with Pss = 0.9Ab(fut).  If the
later, then how do you deal with the special
inspection factors (1.3 with and 2.0 without)?

On 9/8, Mark Pemberton asked about design forces for connections of SCBF's
to
foundations.

It is not necessary to design the foundation itself for Omega-0 forces.
However, the attachment of the base plate to the column and of the base
plate to
the foundation should be designed for these forces.

By the way, if the foundation will uplift, under the application of omega-0
level forces, or if it will rock, the omega-o forces need not be taken
greater
than the forces that cause that uplift or rocking. In effect, the foundation
becomes the weak link.
