The frames are intermediate composite
frames that do not meet current confinement
requirements, although some hoop and
longitudinal steel is present.

Are the frames composite or is the concrete used for fire resistance?  For 
many, many years, New York City would not accept anything other than
concrete 
to provide fire protection on their steel framed buildings.
