I have solved this "blind connection" problem in the past by enclosing the
HH nut inside a piece of 1 1/2"x14ga. square tube and crimping the open end
where the nut will not get dislodged.  The tube is then welded to the
member.  You will find that tack welding a nut directly to the steel makes
the connection difficult, if not impossible, to "make" because of thread to
nut misalingnment.  The tube solution gives the fastener a little "running"
room.  I have not been unable to make such a connection yet.
