RE: hss sectional properties

The HSS wall thicknesses are based on 93% of the nominal wall thickness,
reflecting the minus 10% ASTM tolererance.  The producers are pretty adept
at approaching the minus tolerance.

I think the values are based on the low end mill tolerances, which is what
most people give you nowadays.

wall thicknesses? or is the thinner wall thickness the low end of the mill
