Steel stud framed shear walls

Greetings comrades-in-arms:  A question about steel stud shear walls: Table
22-VIII-C in the 1997 UBC, footnote 2, limits the base metal thickness to
0.043".  Does anyone know why this is?  I suspect that the intent is to
ensure dutile response of the wall as maybe a thicker base metal would
restrict deformation of the screw-stud connection.  The 2000 IBC doesn't
have this restriction.
