Snug-tight HS bolts in end plate connection

Regarding the design concept of using HS(High Strength) Bolts, there
seems three wording in RCSC Spec. as follows;
1. Snug-tight bearing bolts
2. Fully tensioned bearing bolts
3. Fully tensioned SC bolts

As per AISC LRFD Spec. J1.11, HS bolts shall be fully tensioned in case
of direct tension loading, in which case end plate connection is
included. But some article demonstrated by test that snug-tight bolts in
end plate connection also functioned well even under dynamic wind
loading.

In this regard, my questions are as follows;
1. Can the snug-tight bearing bolts be utilized in end plate design?
2. What is the difference in performance between fully tensioned bearing
bolts and SC bolts?
