Steel plates combined with steel bolts or threaded rods is common practice
for anchorage of unreinforced masonry walls to wood roof and floor framing
in seismic strengthening projects on unreinforced masonry (URM) buildings
constructed before about 1934 in southern California.  The rules commonly
used are in the Uniform Code for Building Conservation published by ICBO
 www.icbo.org ).

A number of documents are available from SEAOC.  Construction methods and
commentary and explanation of the procedures for URM buildings are in
"Earthquake Hazard Mitigation of Unreinforced Masonry Buildings Built Prior
to 1934", publications SC#82-2 and SC#83-2.  ( www.seaoc.org ).  While
looking at the catalog on the SEAOC website, look through the list of
available items -- you will see a number of Seminar Notebooks that may be
applicable to what you have in mind; for example, SC#97-12 for seismic
strengthening of buildings with concrete walls and flexible diaphragms.
