This employment opportunity is open to all candidates.  No prior Federal
service is required. Status candidates will be considered under the Agency's
Merit Promotion procedures, unless they also request consideration under the
Office of Personnel Management's (OPM) Competitive Procedures and submit two
applications.

DUTIES: 

Develops strategies to further the mitigation of seismic risk through
partnership opportunities with Federal, State and local governments and in
the private sector.  Supports FEMA's leadership responsibilities under the
National Earthquake Hazards Reduction Program by assisting in the
preparation of required reports to the President, OMB, and the Congress on
all activities of the various NEHRP agencies.  Establishes and maintains a
high level of interaction among all appropriate internal and external
organizations to establish mutual goals of promoting earthquake risk
reduction activities, developing and disseminating guidance to the public,
and assisting in budget planning.  Serves as Project Officer to national
contracts to further the application of scientific and technical methods of
seismic hazard mitigation.  Develops goals and strategies for existing
contracts and cooperative agreements.   Works on major mitigation programs
for the local community level.  Conducts research and prepares materials for
Congressional hearings.
