Assuming you know which county is Coffee, my copy of ASCE 7-95 is
perfectly clear.  The center of Coffee county is exactly halfway
between the point marked 0.05 and the contour marked 0.10 on the Av
map and is 8/13ths of the way between the point marked 0.06 and the
contour marked 0.10 on the Aa map.  Therefore, I would say Aa=0.085
and Av=0.075.

Please note that the mapped seismic hazard has increased 35 to 75
percent according to the 1996 USGS national hazard maps.  The values
to be used with the 2000 IBC or the 1997 or 2000 NEHRP Provisions for
Manchester (the county seat at Lat: 35.4686, Lon: -86.0808) are Ss =
0.286 and S1 = 0.131.
